Dear Colleagues
We have the proud privilege of informing you that, with the support of the National body of the ISA and the untiring efforts of members of the ISA Delhi, the "Indian College of Anaesthesiologists" (ICA) was formally registered on the 21st of November, 2008 at New Delhi.
The Indian College of Anaesthesiologists is a non governmental, non-profitable, academic institution and is supported by Indian Society of Anaesthesiologists. This institution is projected as a National academic superstructure in Anaesthesiology, hoping to attain equal stature at par with other Colleges in Anaesthesiology all over the world. The main goals are to bring, in our country, uniform accreditable anaesthesia education, ensure quality and safety in practice. Formation of this academic outlet is the dream realization of the Indian Society of Anaesthesiologists. Need for establishing an Indian College of Anaesthesiologists was moved by Dr. (Mrs) Manorama Mittal in 1998 and with the consent of ISA, Delhi, it was proposed to establish the same in New Delhi or NCR. The General Body of ISA (National) gave sanction to the proposal in 2000 after availing consensus of members following circulation of the draft memorandum on ICA through ISA newsletters.
The efforts to establish the college did not take any shape till 2005 for varying reasons and finally the General Body of ISA met in 2006. Inspite of some resistance from certain quarters the permission was extended for another year by the General Body to establish the ICA at New Delhi. However, no guidelines of formation were available. Meanwhile, ISA Delhi was able to purchase a flat, which was allowed to be used as College address and since then efforts to establish the college activated. In 2007 at General Body meeting of ISA National ‘the college project’ met with severe criticism but with timely intervention of Dr. BVR Sastry, Dr. V.P. Kumra and Dr. B. Radhakrishnan, the project survived. The college documents were prepared for registration in Oct. 2008 but owing to the untimely sad demise of Dr. BVR Sastry, the college registration was postponed. Later, the College was registered as a charitable, non governmental, educational trust on 21st November 2008 and was inaugurated on 22nd November 2008 at Delhi.
The college had to be registered as an autonomous body, since under the present company / corporate laws, a society in another society cannot be established with the independent registration number. The college needs a separate registration number, PAN, emblem and IT exemption, to grow as well as to attract resources. According to legal opinion, a trust for the “Indian College of Anaesthesiologists” was constituted with certain members of Delhi and outside Delhi and was finally registered.
The college is a model of unity, structure, process and will function as a corporate college with regional outlets. Even though we have areas of academic and clinical excellence in India, we have failed to achieve uniform standard in academics and safety culture which we hope to correct in future years through the College of Anaesthesiologists. The college has no commercial interest but shall remain as a regulating body and we require time bound developments to achieve the mission.
The Indian College of Anaesthesiologists (ICA) has three different committees and they function under the governing body of the ICA regulated by the trust. The committees are independent and all designations in the college in the formation year of the college are nominated, but later will be elected from amongst members of the college. The control of the committees rests with the governing body of the ICA. Only life members of ISA shall be allowed as members to the Indian College of Anaesthesiologists.
The committees are named as (1) Academic, (2) Establishment (General) and (3) Estate (Finance). Each committee consists of 12 members and the term of office of each committee member is five years, which will be renewable.
Dr. V. P. Kumra was nominated as the author of the trust and President of the college. Dr. B. Radhakrishnan is the Chief Coordinating Executive Officer. The committees are headed by Dr. Chandralekha, Dr. A. K. Sethi, Dr. K. Balakrishnan, Dr. Baljit Singh, Dr. Anoop Raj Gogia and Dr. Jayashree Sood. Prof Dr. Manorama Mittal is the Patron and chief Advisor to the College.
The ICA thanks each member of ISA Delhi in supporting the project and bringing up our academic empire, which in due course will be instrumental in getting international recognition and acceptability to the Indian training programmes / honours and qualifications. All ISA members are requested to become members of the Indian College of Anaesthesiologists (ICA). The fee for life membership is Rs. 3000/- and the membership form can be downloaded from the website www.incollanes.org. The filled form with a DD of Rs. 3000/-, two passport size photographs, copy of professional certificate and residential address proof may be sent to Dr. V.P. Kumra, Deptt. of Anaesthesiology, Pain and Perioperative Medicine, 5th Floor SSR Block, Sir Ganga Ram Hospital, New Delhi - 110060.
It is also proposed to mark 21st November every year as 'Founder's Day' of the ICA. To this effect the 1st Annual National Conference of the "Indian College of Anaesthesiologists" is being organized by the Dept. of Anaesthesiology, Pain and Perioperative Medicine, Sir Ganga Ram Hospital, New Delhi on the 21st & 22nd of November, 2009 at New Delhi. Dr. Jayashree Sood, Chairperson, Department of Anaesthesiology, Sir Ganga Ram Hospital will be the coordinator of the college annual function.
Registration fee for this conference is Rs. 1000/- for life members of ICA and Rs. 2000/- for non-members upto 31st May, 2009. The scientific proceedings will lay stress on the developments in the field of Anaesthesiology, in addition to "CME" programme. The mode of payment is by Demand Draft drawn in favour of "Indian College of Anaesthesiologists" payable at Delhi.
